Taiwan's central bank is keeping its key interest rates unchanged for a 10th
consecutive quarter, saying the decision was aimed at maintaining economic
stability amid global uncertainty.

Taiwan's discount rate will remain at 2 percent, while the rate on
collateralized accommodations will remain at 2.375 percent and the rate on
non‑collateralized accommodations at 4.250 percent.

The decision diverged from that of the U.S. Federal Reserve, which raised its
benchmark interest rate by a quarter percentage point to about 3.9 percent --
its first increase since 2023, and in an effort to curb persistently high
inflation.

The European Central Bank also raised its key rate last week, while Bank of
Japan Governor Kazuo Ueda said earlier this month policymakers would consider
a possible rate hike at upcoming meetings, with the next scheduled for
Friday.

Forecast models are predicting weak northeasterly winds with limited moisture
today.

This, according to meteorologist Wu Derong, who says windward areas will be
partly cloudy to sunny, with occasional scattered light rain in eastern
Taiwan.

Leeward areas will be sunny to partly cloudy, while mountainous areas may
experience localized afternoon showers.

Typhoon Dujuan is continuing to strengthen, its path is expected to see it
making a wide turn over the seas south of Japan, and moving away from the
country.

carried out by both the United States and Iran ...

Polish Prime Minister Donald Tusk warns that Russia is planning hybrid
strikes with drones and rockets on European countries supporting Ukraine.

He says Russia will pretend the attacks are accidental to weaken NATO's
motivation to defend member states.

Tusk shared this information with the Polish parliament on Thursday, citing
intelligence from multiple secret services.

He added that Russia aimed to disrupt delivery lines to Ukraine and is not
ready for peace talks.

Canadian Prime Minister Mark Carney has embraced the prospect of his country
becoming the European Union’s first associate member.

Carney told the parliament that he welcomed European Commission President
Ursula von der Leyen’s proposal.

He said closer ties with the continent would ensure no country could control
Canada’s markets or undermine its sovereignty.

The new links mean deeper integration across trade, defense, critical
minerals, artificial intelligence, energy, space, research and financial
services to make both sides less vulnerable to economic and geopolitical
pressure.

Carney has said he is not pursuing full membership of the EU.

The Tai-Ex opened up 87-points this morning from yesterday's close, at 45,936
on turnover of 7.6-billion N-T.

The market rebounded from its recent downturn on Wednesday, but turnover was
thin as investors remained cautious ahead of the U-S Federal Reserve's policy
decision on interest rates.

Digital Minister Lin Yi-jing has held talks with U-S officials, think tanks
and major technology companies during a visit to Washington, D.C.

According to the Ministry of Digital Affairs, the talks focused on
cooperation on artificial intelligence and cybersecurity.

The ministry has not named the U-S government officials who met with Lin and
his delegation, but has said they also met with several Washington-based
think tanks, including the Hudson Institute and the Center for Strategic and
International Studies.

The delegation also met with OpenAI, Meta and Amazon.

The ministry says one of the main issues discussed was "how AI models
understand Taiwan" - and that issues was brought up as the Lai administration
is seeking to ensure (確保) that Taiwan's language, history and culture are
accurately represented by A-I systems.

The central bank is holding its quarterly policymaking meetingtoday.

The bank left interest rates unchanged for the ninth consecutive quarter at
its last policymaking meeting in June - which meant the discount rate
remained at 2-per cent.

However, inflation topped the 2-per cent alert level for a fourth consecutive
(連續的) month in August and several major central banks around the world have
recently raised their key interest rates.

Reuters is reporting that a survey found that 28 of the 31 economists ​say it
will keep the rate unchanged despite the hikes by other central banks.

A Russian drone strike on a passenger bus in southern Ukraine has killed five
people and wounded at least seven others.

President Volodymyr Zelenskyy called the attack an “atrocity” (兇惡的行為) and
part of ongoing strikes against Ukrainian infrastructure.

The attack occurred today in the Nikopol district near the war's front line.

Zelenskyy also reported that a passenger train was struck in the Mykolaiv
region and that the passengers were evacuated.

Ukrainian Foreign Minister said that more than 500 locomotives have been
damaged since the all-out war began in 2022.

Ukraine is urgently seeking replacements.

The WHO sees 'encouraging signs' in Congo 's Ebola fight, but warns cases in
one region are surging (陡增).

The United Nations chief is urging global competitors in artificial
intelligence to cooperate in addressing threats from the technology, warning
that “the world cannot afford a race to the bottom on AI safety.”

Secretary-General António Guterres says concerns raised by those on the
frontlines of AI technology that its development “is racing ahead of our
understanding of the risks” can’t be ignored.

Guterres told U.N. reporters Wednesday that governments must assume their
first responsibility to protect civilians from AI threats, which means
“national action is essential” but “global coordination is also
indispensable.”

He stressed that guardrails are needed to "make AI safe, transparent,
accountable (負責的), with human dignity at the center.”

The market closed lower yesterday, led by the electronics sector amid
concerns over AI development after the heads of three U-S AI giants warned of
risks and called for a slowdown in development.

Foreign Minister Lin Chia-lung says the Lai administration is preparing to
open a representative office (代表處) in Cebu Province in the Philippines.

According to Lin, the office will be Taiwan's second in the country after
Manila and will serve travelers and businesspeople in the central
Philippines, which is a popular tourism destination (旅遊目的地).

The statement comes after Nikkei Asia reported on the new office earlier this
week.

Lin has not said when the Cebu office will open.

The Centers for Disease Control says the number of flu cases continued to
rise last week.

According to the C-D-C, a total of 136,796 outpatient (門診病患；門診的) and
emergency visits for flu-like symptoms were recorded from September 6 through
12 and that's a 16.5-per cent increase from the previous week.

The C-D-C's Epidemic Intelligence Center says the current flu epidemic is now
expected to peak (達到高峰) around the Mid-Autumn Festival holiday, when
outpatient and emergency visits will likely reach between 150,000 and
160,000.

Influenza A viruses remain dominant in the community, with the A-H-1-N-1
subtype accounting for 82.2-per cent of all detected cases.

The first phase of the government's free flu vaccination program begins on
October 1.

New entry and exit rules have taken effect in China, as Beijing links entry
rules to national security in legal terms.

Nikkei Asia reports that under the new rules, Chinese citizens can be banned
from leaving the country for a minimum of 6 months to an indefinite
(無限期的；期限不定的) period.

Foreign nationals can also be barred from entering the country if they submit
inaccurate information or make false statements in visa applications.

The provisions (條款；規定) are particularly concerning to company founders and
executives following a series of high-profile cases of individuals unable to
leave.

Beijing previously banned a foreign bank employee and US government worker
from leaving China and also reportedly imposed exit restrictions on two
founders of an AI startup.

Legal experts say the change highlights China's increasing use of explicit
legal language to bar people from leaving, as opposed to holding people who
don't know what they're being held for.

Salesforce has unveiled (發布；揭曉) a new artificial intelligence model called
Koa at the opening of its annual Dreamforce conference in San Francisco,
where the debate over the safety of rapidly advancing AI technology is

Anthropic and OpenAI have both called for the industry to slow down, while
Nvidia chief executive Jensen Huang and US President Donald Trump have pushed

Hermes Testing Solutions' (漢民測試系統公司) I-P-O (首度公開上市).

The Ministry of Sports has announced amendments to its cross-strait sports
exchange guidelines.

According to the ministry, the revisions (修改) create a firmer legal basis for
stopping Taiwan nationals from competing for China's national teams in
international sporting events.

The ministry says Taiwanese becoming part of a Chinese national team is a
violation of Article 33 of the Act Governing Relations between the People of
the Taiwan Area and the Mainland Area.

The move comes after a recent case led to calls to change to the language in
the Act.

However, the new provision does not explicitly say (明文規定) Taiwan nationals
cannot become members of a Chinese national sports team.

A delegation of K-M-T lawmakers visiting the U-S have met with city officials
