Opposition fast‑tracks condemnation motion against premier

Opposition lawmakers have voted to fast-track a motion condemning Premier Cho Jung-tai (卓榮泰) following his refusal to countersign youth savings and other legislation.
The TPP proposed the motion, accusing the DPP administration of "repeatedly abusing authority under the Constitution" to invalidate legislation passed by lawmakers.
With support from the KMT, the proposal skipped committee review and moved directly to a second reading, setting up a potential vote as soon as next month.
Cho said on Monday that he won't countersign the Special Act on Taiwan Future Accounts and an amendment to the Cable Radio and Television Act.
Without the premier's signature, the president can't formally promulgate the laws.
This tactic had never been used to kill legislation before Cho used it last year. He's now used in on at least 7 bills passed by the opposition legislature.
The motion to censure the premier is symbolic -- with no binding force or statutory authority.
