The New Taipei City government says it evacuated nearly 1,700 people since the storm started until this morning.
Xindian was the most affected district, with more than 500 people evacuated.
New Taipei City Mayor Hou You-yi said 32 minor incidents had been resolved. These included fallen trees, fences and power lines.
He noted that the Danhai Light Rail and Sanying Line have suspended operations due to wind speeds exceeding the safety threshold.
Meanwhile, the Circular Line and Ankeng Light Rail will adjust train frequency based on ridership and wind speed.
Hou reminded residents that the safest place is home, and swimming or just watching the waves on the northern and northeastern coasts is strictly prohibited.
