The Taiwan Transportation Safety Board is calling for multi-level government reforms be implemented following its investigation into the deadly May 2023 accident on the Taichung M-R-T.
One person was killed and 15 others injured when a train collided with a crane boom on the tracks.
According to transportation safety board, its findings on the accident show it was mainly caused by improper operation of the crane.
The board says neither the Taichung City government nor the central government have strong enough mechanisms in place to manage construction projects around metro lines and stations and six improvements need to be made.
Those improvements include ensuring construction companies abide by safety rules regarding the use of cranes, better crane removal protocols and that the Taichung City government deploy officials to evaluate such construction projects.
The board is also making a recommendation that emergency brake systems be implemented in metro stations, along with better communication protocols for M-R-T employees.
