Thailand says China must submit a formal extradition request if it wants two Uyghur men held in Bangkok returned, amid growing concerns over their safety.
The men were detained in 2014 and have spent more than a decade in Thai custody.
In letters shared last week, they pleaded not to be sent back to China.
Human rights activists warn they could face abuse or torture if deported, while some Thai politicians have also urged the government not to send them back.
The two men are currently being held at an immigration detention center in Bangkok, with rights groups fearing their deportation could be imminent.
Thailand deported 40 Uyghurs to China last year, drawing international criticism.
