Ukrainian officials say Russian missile and drone strikes have knocked out power in Kyiv and at least six other regions.
Ukraine's largest private power producer says three of its plants stopped generating electricity after the attacks.
The outages also disrupted water supplies and transport in the capital.
In a separate attack Monday, Ukrainian President Volodymyr Zelenskyy says Russian strikes killed at least 33 people at a school being used to distribute aid in the southern Zaporizhzhia region.
The United States has scheduled talks with Ukraine and Russia for November 10th and 11th in Abu Dhabi.
German Chancellor Friedrich Merz is urging Moscow to take the negotiations seriously and says Europe should be part of the process.
