Government countersigns opposition-backed unmanned systems law

The Executive Yuan has countersigned an opposition-backed law setting out
240-billion N.T. in spending over six years for unmanned systems.

Executive Yuan Secretary-General Chang Tun-han (張惇涵) says national security
and industrial upgrading cannot wait, and earlier military capability means
stronger deterrence.

The law was passed by the Legislative Yuan last month and requires the
funding to go through the annual budget process.

The KMT and TPP welcomed the countersignature, but used it to renew criticism
of Premier Cho Jung-tai over other bills he has refused to countersign.

Both parties argue the premier should not be able to decide which laws passed
by the legislature take effect.

The government has defended previous refusals on constitutional grounds,
arguing some opposition-backed measures infringed on executive authority.
