Hualien prosecutors are seeking to detain incommunicado the borough chief of Xiulin and two others.
The borough chief, Wang Mei Mei, was arrested, along with her husband, surnamed Hu, and a local charity organization worker surnamed Xu.
Prosecutors suspect that the three took part in vote-buying.
They're believed to have violated the election and recall act by using meals, gifts, and cash in an attempt to buy off voters.
Wang is being term-limited out of office as a borough chief, so she sought to run for county councilor, while seeking to pass the borough chief reins over to her husband.
Both Wang and Hu received nominations from the KMT.
