Pacific Islands Forum opens in Palau with several leaders absent

Pacific leaders are gathering in Palau for the annual Pacific Islands Forum,
although several heads of government will miss the meeting.

The prime ministers of Fiji, Vanuatu, Samoa and Solomon Islands, along with
Kiribati's president, will be represented by ministers or senior officials.

The forum, hosted by Palau President Surangel Whipps Junior through September
4, will focus on regional economic pressures, climate priorities, security
and possible reforms to the organization.

The U.S., China, Japan and Singapore are also returning as dialogue partners
after being excluded from last year's meeting.

Taiwan Foreign Minister Lin Chia-lung is in Palau for meetings and side
events.
