The Taipei City Government says it does not have the financial capacity to give residents a 20-thousand N.T.-dollar cash payment.
The proposal came from DPP City Councilor Hung Chien-yi (洪健益) after Mayor Chiang Wan-an said the central government's planned 10-thousand N.T. universal payment should be doubled.
Hung argued Taipei has enough accumulated budget surpluses to fund its own payment without borrowing.
But the city's Finance Department says those surpluses are needed to cover future spending and debt repayments.
It says Taipei's financial situation is different from that of the central government and does not support a universal cash handout.
