Health minister says complete recall was political decision

Health Minister Shih Chong-liang says the initial 20-percent recall threshold
in the Central Union Oil contamination case was based on expert scientific
discussions...

...while the later decision to order a full recall of all affected products
was a political one for which he takes responsibility.

Shih made the comments after the Food and Drug Administration released the
full minutes of its July 4 expert meeting.

Officials initially ordered recalls only for products containing at least 20
percent Central Union oil.

Shih says that threshold was based on the scientific conclusions reached at
the meeting ...

... but says the decision to remove all affected products from store shelves,
regardless of concentration, was a political decision and that he takes full
political responsibility.
