Typhoon Bavi left at least 135 people injured as it swept across Taiwan over the weekend.
The Central Emergency Operations Center says more than 3,100 incidents were reported, with fallen trees and damage to public facilities accounting for most of them.
More than 15,000 people were evacuated across 14 cities and counties during the storm.
Officials have also lowered the alert level for a barrier lake on Hualien County's Wanli River after inflows subsided, reducing the immediate risk of an overflow.
However, authorities say the area will continue to be closely monitored.
TaiPower says electricity has been restored to nearly all of the roughly 250 thousand households affected by the typhoon.
As of this morning, almost 1,400 households in Hsinchu County and 19 in Miaoli County were still without power.
