Taichung Mayor Lu Xiu-yan is also residents to stay home to avoid increasing the city's injury count.
The Taichung government said that as of noon, the city had received 87 incident reports, including four people who were injured while engaging in outdoor activities.
Lu expressed gratitude to police, firefighters and other government workers for their efforts to respond to incidents.
Meanwhile, the Central Emergency Operations Center said there were 36 injuries across Taiwan as a result of people being out in the weather -- but no fatalities.
More than 14,000 residents had been evacuated by 8am, with Hualien accounting for the most: at more than 5,000 and Taichung accounting for more than 2,000.
