Mexico is doubling security and limiting capacity at the "Angel of Independence" monument and at a fan festival in Mexico City for the Mexico-England World Cup match on Sunday, local time.
This follows four deaths during celebrations after Mexico's win over Ecuador two days ago.
The city will allow free entry to the monument and the Zócalo but with limited capacity. Security will include 6,000 officers along Paseo de la Reforma and 7,500 around Estadio Azteca.
Alcohol sales will be restricted in the city center, and fans are being urged to avoid risky celebratory games.
Team Mexico has advanced further in the World Cup than the national team has in the past four decades.
