Taipower chief says nuclear fuel rods cannot be swapped between plants

Taiwan Power Company Chairman Tseng Wen-sheng (曾文生) says fuel rods used at Taiwan's four nuclear power plants are specially designed and cannot be used interchangeably.
Tseng made the remarks today at the 2026 Taiwan Energy Summit Forum.
He said each reactor unit requires its own specially designed fuel rods, with even the layout inside the reactor core individually calculated.
On the question of Nuclear Power Plant 4's fuel rods, Tseng said Taipower sent them overseas in compliance with a 2018 Legislative Yuan resolution.
Storing them abroad costs between 100-million and 200-million NT per year.
He added that keeping them on-site would actually cost more, as it would require stationing security personnel and meeting higher on-site safety standards.
On whether Nuclear Power Plant 3 could be restarted by 2028, Tseng said the timeline is up to the Nuclear Safety Commission, not Taipower.
