Keelung City has fined Jiang Cheng Company (將誠公司) more than 22-million NT and revoked its waste disposal license over illegal wastewater dumping into the Keelung River.
The discharge contaminated tap water for more than 100-thousand households in Keelung and New Taipei's Xizhi (汐止) district.
Mayor Hsieh Kuo-liang (謝國樑) says the company is a serious repeat offender, having been penalized ten times between 2013 and 2021.
The total fine of 22-million-146-thousand NT covers violations of water pollution, waste disposal, and air pollution control laws.
Prosecutors have indicted 32 people and are recommending heavy sentences.
Investigators say the company ran an illegal underground factory inside a water source protection zone in Nuan-nuan (暖暖) District, discharging wastewater directly into the river.
It allegedly conspired with another firm to cover up the operation.
