New Rule Lets Workers Bypass Employers in Harassment Cases

The Ministry of Labor has expanded who counts as a company's top leadership, in a move to strengthen protections against workplace sexual harassment.
Under the new rules, six groups — including major shareholders, board members, and others in positions of authority — are now considered top responsible persons.
If someone in these roles is accused of sexual harassment, workers can bypass internal company procedures and file complaints directly with local authorities.
Officials say the change addresses situations where companies may not be able to handle cases impartially when senior figures are involved.
The ministry says more than 600 workplace harassment complaints were filed last year, with over 100 involving individuals in top positions — though only 33 cases were formally established.
Authorities add that confirmed violations could result in fines ranging from 10 thousand NT to one million NT.
