Venezuela announces proposed amnesty law and plan to repurpose Helicoide

Venezuela's interim president Delcy Rodriguez has announced a proposed amnesty law for hundreds of prisoners.
She says the law would cover cases from 1999 to today, but would exclude killings, serious human rights abuses, and drug trafficking.
Rodriguez also says the Helicoide detention center in Caracas will be converted into a sports and social services center.
Rights group Foro Penal says 711 political prisoners remain, and it urges releases to continue while lawmakers debate the bill.
The government denies holding political prisoners and says those jailed committed crimes, while it has cited higher release figures without a clear timeline.
The United Nations has previously alleged abuses at Helicoide, claims the government has rejected.
Opposition leader Maria Corina Machado says the proposal reflects outside pressure, as questions continue over who would qualify for amnesty.
