Taipei Mayor Chiang Wan-an has told delegates at the Twin-City Forum in
Shanghai that he hopes the Taiwan Strait will come to be associated with
"peace and prosperity," rather than "crashing waves and howling winds."

Chiang didn't elaborate on what he meant by "crashing waves and howling
winds" ...

.... but his statement is seen as highlighting his hopes for cross-strait
communications to continue, despite central government dialogue being largely
suspended.

The said he remains committed to the Twin-City Forum because he believes
"engagement is better than estrangement, dialogue is better than
confrontation, understanding is better than misunderstanding ...

.... and interaction is better than conflict."

It was Chiang's third time attending the forum as Taipei mayor and he led a
delegation of 120 members to the event in Shanghai on Sunday.

The theme of this year's forum was "Technology Changing Lives" and the Taipei
Mayor has said the two cities will sign new memorandums of understanding on
areas including water management and vocational training.
