KMT city councilor files complaint over MND defense contract award

K-M-T Taoyuan City Councilor Ling Tao has filed a complaint with the Taipei District Prosecutors' Office alleging the Ministry of National Defense improperly awarded a contract for ammunition primers in 2024 to a Tainan-based shoe company.
The 205-million N-T tender was for 5.56-millimeter ammunition primers was awarded to Big Stone International - a company that mainly sells sneakers and leather shoes.
According to Ling, the bidding process may have violated the Anti-Corruption Act and Article 131 of the Criminal Code, related to bribery of public officials.
Ling says Big Stone International completed a change to its business registration in June of 2024 to add "ammunition primers" to the items it was allowed to handle and then won the tender for the item just 41 days later.
Ling also says several other vendors winning military tenders in recent months had undergone similar business registration changes.
The defense ministry is dismissing the charges, saying Big Stone delivered the contracted ammunition primers in March 2025 and that the goods had been accepted by the military.
The complaint has been filed a week after the defense ministry granted a tender to Home-Max Furniture Trading to import military grade explosive for around 590-million N-T.
Defense Minister Wellington Koo is defended the tenders and winning trading companies, saying that any qualified international trading company can submit a bid.
