Health Minister Warns Against Overseas Cosmetic Surgery Brokers

Health Minister Shih Chung-liang is urging the public not to use brokers to arrange cosmetic or other medical procedures overseas, saying such services are illegal and carry significant risks.
His comments follow reports that influencers in Taiwan have been brokering cosmetic surgery in China — promoting procedures online, holding briefing sessions, and charging clients 'service fees'.
Some customers reportedly traveled to Shanghai for surgery and later suffered complications, leaving them moving between Taiwan and China without reliable follow-up care.
Shih says the government does not encourage seeking medical treatment abroad, as overseas standards are hard to assess and complications may not be treated promptly.
He also says agencies involved in overseas medical brokerage may be violating the Medical Care Act — including rules barring non-medical groups from advertising medical services.
He's asking local health authorities to investigate.
