Taiwan Government Think Tank Urges U.S. Cooperation on Semiconductors

A Taiwanese government think tank is urging the United States to prioritize
semiconductor cooperation over tariff threats on Taiwan-made chips.

The Research Institute for Democracy, Society and Emerging Technology said
the proposed tarrifs by the Trump administration would harm allies and be
ineffective against China’s growing chip dominance.

The Institute says closer U.S.-Taiwan collaboration in chip R&D, capacity
planning, and coordinated export controls is crucial to counter China's rise.

The think tank projects China’s share of the mature chip market to reach 47%
by 2027, surpassing Taiwan’s projected 36%, while the U.S. market share
could shrink to just 4%.

Experts are advocating for a global alliance of democracies—including
Taiwan, South Korea, and the EU—to manage trade rules, coordinate chip
production, and push back against China’s state-backed chip expansion.
