Opposition KMT and TPP lawmakers have rejected Cabinet's request for the Legislature to revote on the amendments to the Constitutional Court Procedure Act.
The revised bill, which requires nine of fifteen justices to agree before ruling a law unconstitutional, was passed by the Legislative Yuan on December 20th.
The Executive Yuan returned it to the Legislature last week for another review.
At a news conference yesterday, Premier Chuo Rong-tai described the amendments as "the most severe disruption to Taiwan's constitutional order" and urged opposition lawmakers to reconsider their stance.
According to the constitution, when a majority of lawmakers vote in favor of the original bill, the Premier is required to accept the result.
Meanwhile the Executive Yuan is reportedly mulling over remedial measures to counter the Legislative Yuan's decision.
