EY passes draft amendments to Disaster Prevention and Protection Act

The Executive Yuan has proposed amendments to the Disaster Prevention and
Protection Act in an attempt to clarify government responsibilities in
natural disasters...

following last year's Matai'an barrier lake overflow that killed at least 19
people.

The amendments move to classify tsunamis and barrier lake overflows as
natural disasters...

and place relevant response units under the Ministries of Agriculture and of
the Interior.

The amendments also allocate more responsibilities in responsing to such
crises to the central government, aiming to shorten response times and
clarify responsibility.

The changes will seek to put the the two ministries in charge of response at
the time of the disaster...

but will allocate prevention and rebuilding to the local governments.
